Susie Stephen’s Trail Phase 2

Sealed bids will be received by the Town of Winthrop at Winthrop Town Hall located at 206 Riverside Avenue, PO Box 459, Winthrop, Washington, 98862 until 2:00 PM on July 26, 2017 and there publicly opened and read.

The Town of Winthrop’s Susie Stephen’s Trail Phase 2 improvements consists of trail and street crossing construction. Improvements include demolition, tree removal, grading, surfacing, drainage, HMA paving, erosion control, rock retaining wall, ADA detectable surface retrofit, pavement markings, signing, traffic control and other work as detailed and in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

Insert the eBidDoc #5252258 to download the digital documents for $10.00.  Plans, specifications, and bid documents are also available at the office of SCJ Alliance, in Wenatchee at 25 North Wenatchee Avenue, Suite 238, Wenatchee, WA 98801 upon payment of $60.00. Contract documents are on file for inspection at area Plan Centers and at the Town of Winthrop Town Hall.

A bid bond in the amount of 5% of the bid shall accompany all bids.  All bids shall be marked “SEALED BID FOR Susie Stephen’s Trail Phase 2”, on the outside of the envelope.

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Winthrop reserves the right to reject any or all bids for cause. All contractors must be licensed in the State of Washington.

Time for completion of the work is limited to 35 working days.

Engineer’s estimated range for this project is $200,000 to $250,000.

No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.

LEGAL NOTICE

Methow Valley School District No. 350 will hold a public hearing on the budget for the 2017-2018 General Fund, Transportation Vehicle Fund, Capital Projects Fund, Debt Service Fund and ASB Fund at the Board of Directors meeting in the district office at 5:30 p.m. on Wednesday, June 26, 2017. Any person may appear and be heard for or against any part of said budget. A copy of the budget is available for review at the superintendent’s office. Tom Venable, Superintendent of Schools.

Notice of Public Hearing

LAKE MANAGEMENT DISTRICT #1 BALLOT PROPOSAL

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on July 31, 2017 to take public testimony regarding a resolution stating the intent to form a Lake Management District on Lake Osoyoos in accordance with RCW 36.61. If the Board decides to move ahead with the formation of the district, a mailed ballot will be issued for the property owners within the proposed district boundaries to determine if the district should be formed.  The public hearing will review the boundaries of the district as proposed and the assessments to be collected on an annual basis. The proposed district boundary includes property in the vicinity of Lake Osoyoos.  If approved by a simple majority of the property owners, the district will conduct control measures for milfoil and other invasive species for 5 years at which time the district will dissolve.  An annual assessment of $160 per parcel on all primary properties in the district and $70.00 on all secondary properties in the district will be collected every year for 5 years. Total collections in 5 years will be approximately $180,000.00.

The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (16).

The public hearing will be conducted on July 31, 2017 at 4:00 in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, Wa. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

Notice of Call for Quotes

Sealed quotes, plainly marked “Pitcher Crane Services – Fall 2017”, will be received by Okanogan County at the Okanogan County Sheriff’s Office located in the Grainger Administrative Building, 123 N. 5th Ave, Room 200, Okanogan, WA 98840, until August 16th, 2017 at 1:30 PM Pacific Time, at which time the bids will be opened in the Okanogan County Sheriff’s Office Conference room. Quotes in email or electronic formats will not be accepted.

The Notice of Call for Quotes may be obtained from the Okanogan County Sheriff’s Office at no charge. Information copies of the Notice of Call for Quotes, scope of work and site map documents are available at the Okanogan County Sheriff’s Office window and website www.okanogansheriff.org .

Okanogan County reserves the right to reject any and all bids. The award of this contract, if made, will be to the lowest responsible bidder best meeting the specifications of the bid.

This call for quotes is for the provision of heavy crane services to lift a concrete building weighing up to 50,000 pounds onto a trailer then relocate to a communications site and lift the same building off the trailer onto a building foundation.

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 11:45 AM on Monday, August 1, 2017 to consider a supplemental appropriation in the amount of $34,000 from within the Liberty Woodlands Sewer Fund 402 from Ending Fund Balance to Outside Repairs and Maintenance. Notice of Final SEPA Determination and Hearing Date

CUP 2017-5 Big Daddy Purp Corp & Pam’s Plants LLC

Notice is hereby given that an application has been submitted by David M. Otto and John E. Otto on behalf of Big Daddy Purp Corp & Pam’s Plants to permit a tier 2 and a tier 3 marijuana outdoor production operation in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow a Tier 2 outdoor production with 180 feet by 150 feet fenced area totaling 1.5 acres for 400 marijuana plants, and a 10’x44’ mobile unit and a Tier 3 outdoor production with 200 feet by 300 feet fenced area totaling 2.5 acres for 1200 marijuana plants, and a 12’ x 60’ mobile unit. The marijuana productions will operate May through November from 8:00 am to 5:00 pm. The site is located at 1815 Pine Creek Road Tonasket, WA 98855 approximately 3.36 miles South-West of Tonasket, WA on tax parcel number 3726360022. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220.  Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on August 3, 2017. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore.  Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for August 24, 2017 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision. The Planning Department has reviewed five applications for building permits for single family residences at the above listed locations and has determined that the proposed use of a permit exempt well in accordance with RCW 90.44.050 will provide a legal and physically adequate supply of potable water.

This decision will not be final until August 8, 2017. Anyone with standing who desires a public hearing be held on this application to determine water adequacy must submit a written request by the deadline listed above. The request must state the basis upon which the request is made which must include a statement that the requesters lawful use of water from a senior source will be impaired if the decision stands.
