TAKE NOTICE:

That on July 15, of 2016, GREG AND ROCHELLE PORT of Twisp, Washington applied to seasonally change the point of diversion as authorized under the above-referenced adjudicated water right certificate.

That said certificate authorizes the diversion of 0.76 cubic feet per second of water from Beaver Creek from a point located within the SE¼SW¼ of Section 2, T. 33 N., R. 22 E.W.M., Okanogan County.

That said water is authorized for the purpose of irrigation of 37.78 acres within the N½NW¼ of Section 13 and the S½SW¼ of Section 12, all in T. 33 N., R. 22 E.W.M., Okanogan County.

That the applicant proposes to change the point of diversion authorized under adjudicated water right certificate S4-*07239J to a well located within the NE¼NW¼ of Section 13, T. 33 N., R. 22 E.W.M., Okanogan County.

Protests or objections to approval of this application must include a detailed statement of the basis for objections.  All letters of protest will become public record.  Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable.  Protests must be accompanied by a $50 recording fee payable to the Department of Ecology, Cashiering Unit, PO Box 47611, Olympia WA  98504-7611, within 30 days from: October 19, 2016.

METHOW VALLEY SCHOOL DISTRICT NO. 350 OKANOGAN COUNTY, WASHINGTON

NOTICE OF INTENT TO ISSUE A LIMITED GENERAL OBLIGATION BOND AND CONDUCT A PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of Methow Valley School District No. 350, Okanogan County, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) and will hold a public hearing on October 26, 2016, starting at 5:30 PM, or as soon thereafter as possible, in the Methow Valley Elementary School Boardroom, located at 18 Twin Lakes Road, Winthrop, Washington, for the purpose of hearing comments from the public on the proposed issuance of the Bond.  The proposed Bond will be issued as a limited general obligation bond under RCW 28A.530.080; will be in the principal amount of not to exceed $2,000,000; will be dated its date of delivery to the purchaser thereof; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within six (6) years of the date of issue; will be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner, at such time as will be required for the purpose for which the Bond is to be issued; and will include other related terms and conditions, all as deemed necessary and advisable by the Board.  The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board.  The proceeds of the Bond will be used to pay costs of making certain health, safety and educational improvements at Methow Valley Elementary School, Liberty Bell High School and the Twisp Campus, and carrying out other purposes authorized by RCW 28A.530.080.  The principal of and interest on the Bond will be paid from money from the District’s Capital Projects Fund (including, but not limited to, tax proceeds received from the District’s Capital Levy for Health, Safety and Educational Improvements approved by the voters on April 28, 2015) and General Fund, and from other legally available money of the District.  Any person wishing to be heard for or against the proposed issuance of the Bond should appear at the public hearing and present their views.  Alternatively, or in addition, such interested persons may submit their views for or against the proposed issuance of the Bond in writing and deliver them to: Thomas Venable, Superintendent and Secretary to the Board of Directors, 18 Twin Lakes Road, Winthrop, Washington 98862 on or before the date of the public hearing. Notice of Application and Threshold SEPA Determination

BSP 2016-1 “Happy Camper’s RV Park”

A Binding Site Plan (BSP) application has been submitted by Kimberley Mele for the Happy Camper’s RV Park in accordance with Okanogan County Interim Zone Code 17.21.010. The proposal is for a 9 unit RV park with two tent sites and a bathroom facility.  The property is 10.93 acres which is bisected by Danzl Road.  The RV Park will be on the South side of Danzl Road.   The site is located approximately 1.5 miles north of the town of Methow at the intersection of Highway 153 and Danzl Rd on tax parcel 8834100100.

In accordance with Washington State Environmental Policy Act (SEPA) regulations, the SEPA Responsible Official has issued a threshold determination of non-significance (DNS) for this proposal.

The public is welcome to comment on this project. Project comments may be submitted in writing by 5:00 p.m. November 18, 2016. SEPA comments must be submitted in writing by 5:00 pm November 3, 2016.

CUP 2016-10 “Carlton Cannabis Retail Store”

An application has been submitted by Kevin Heiderich on behalf of Endicott Enterprises LLC to permit a cannabis retail store in accordance with Okanogan County Code 17A.220.010. This legal, cannabis retail store will meet all licensing requirements with the Washington state Liquor and Cannabis Board and all WAC requirements for I-502. The CUP, if approved, would allow a 400 square foot cannabis retail store, in a repurposed room, attached to the Carlton General Store. The site is located at 2256 Highway 153, Suite B, Carlton, WA 98814 on tax parcel number 5151390005. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental determination of non-significance (DNS) for this proposal. The public hearing for this project has not yet been set. The public is welcome to comment on this project.
