Code Amendment 2015-1

Revised Zone Code OCC 17A

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on July 12, 2016 to take public testimony regarding Code Amendment 2015-1 OCC Title 17A, the proposed revisions to the Okanogan County Zone Code

The public hearing will be conducted on July 12, 2016 at 3:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste. 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

The SEPA Responsible Official has issued a Determination of Significance and ordered the preparation of an Environmental Impact Statement.  A Final Environmental Impact Statement (FEIS) has been issued in accordance with OCC 14.04, WAC 197-11, and RCW 43.21c.

Date of publishing is June 29, 2016.

TOWN OF TWISP

Notice of Decision

Proponent: John Fleming

Proposal: Construction of a single family residence with appurtenant garage within the shoreline area and 100 year floodplain of the Methow River at 510 Bridge Street, Twisp, Washington.

Action: The Administrator has determined that the project is compliant with requirements (Chapter 16.10 and Section 18.60.170) for construction in the 100 year floodplain, is exempt from the requirements for a shoreline substantial development permit (WAC 173-27-040 2(g)) and has issued a permit for the development.

SEPA: A Mitigated Determination of Non-Significance was issued by the Town on May 26, 2016 and was not appealed.

Appeal: Any person with standing may appeal this decision in writing to the Town of Twisp Town Council within 14 days of this notice of decision (June 29, 2016).

To review two proposals to use public funds to purchase conservation easements on a total of 1063 acres of private land located off Balky Hill road and Black Canyon in Okanogan County.

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on July 11, 2016 at 4:00 p.m. to take public testimony regarding two proposals by the Methow Conservancy to use public funds from the Resource Conservation Office (RCO) for the purchase of conservation easements on a total of 1063 of private property located off Balky Hill road (1028 acres) and SR 153 at Black Canyon (35 acres) in Okanogan County.

The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (22).

The public hearing will be conducted on July 11, 2016 at 4:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, Wa. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.

Methow Trails is requesting bids for Phase I construction of the Mazama Corral Trailhead Improvement Project for completion between July 29th and October 31st, 2016. The project will involve all parking infrastructure and specifications found in the Site Plans provided upon request. All bids must be submitted prior to July 29th, 2016. CUP 2016-3 “Twisp Mini Storage”

An application has been submitted by Mike Port for a conditional use permit (CUP) to permit a mini storage site in accordance with Okanogan County Interim Zone Code 17.21.010. The proposal is for both covered and uncovered storage with no more than 30% of the parcels being covered by structures. The site is located at 20376 Highway 20, Twisp WA on tax parcel numbers 3322210089 and 6850130012. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental determination of non-significance (DNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on July 7, 2016. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore.  Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for July 14, 2016 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision.
