The Twisp Avenue, SR 20 to Vicinity Twisp Park consists of widening existing road, storm water, curb, gutter, and sidewalk, rock retaining walls, surfacing, paving, pavement markings, traffic control, illumination system, landscaping, erosion control, and other work.

The Town of Twisp in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Twisp reserves the right to reject any or all bids for cause. Time for completion of the work is limited to 25 working days. Engineer’s estimated range for this project is $150,000 to $200,000. No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.

Notice of Public Hearing and SEPA Comment Period

Revised Zone Code OCC 17

Draft Environmental Impact Statement (DEIS)

NOTICE IS HEREBY GIVEN that the Okanogan County Regional Planning Commission will conduct a public hearing on March 28, 2016 to take public testimony regarding Code Amendment 2015-1 OCC Title 17A the proposed revisions to the Okanogan County Zone Code, additional proposed changes to the revised zone code, and the Draft Environmental Impact Statement issued for environmental review of the revised zone code in accordance with OCC 14.04, WAC 197-11, and RCW 43.21c.

The public hearing will be conducted on March 28, 2016 at 7:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments may be submitted at the hearing.  Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lauren Davidson, Administrative Secretary, at 123 5th Ave N Ste. 130, Okanogan, WA 98840 or at ldavidson@co.okanogan.wa.us.

The SEPA Responsible Official has issued a Determination of Significance and ordered the preparation of an Environmental Impact Statement.  A draft of the Environmental Impact Statement is ready for review.  The comment period for the DEIS will end on April 4, 2016 at 5:00 p.m. Written comments on the DEIS may be submitted as instructed above or at the above scheduled public hearing.  Verbal testimony regarding the DEIS will be accepted at the hearing as well.     

Date of publishing is March 2, 2016.

A copy of the revised zone code, additional proposed changes to the revised zone code, and the DEIS may be viewed on the Okanogan County Planning Department website beginning March 2, 2016 at www.okanogancounty.org/planning.

TOWN OF TWISP,  TWISP, WASHINGTON NOTICE OF A PUBLIC HEARING TO BE HELD BY THE TWISP TOWN COUNCIL TO DISCUSS THE ESTABLISHMENT OF A TRANSPORTATION BENEFIT DISTRICT PURSUANT TO THE AUTHORITY OF RCW 35.21.225 & RCW 36.73

NOTICE is hereby given that a PUBLIC HEARING has been scheduled by the Twisp Town Council for Tuesday, March 8, 2016 at approximately 5:30 p.m. in the Council Chambers at Twisp Town Hall, 118 South Glover Street, Twisp, Washington, regarding establishing a TRANSPORTATION BENEFIT DISTRICT.

DESCRIPTION:

The purpose of the hearing is to take public testimony regarding establishing a Transportation Benefit District, pursuant of RCW Chapter 36.73, which can be created by the Town Council to collect revenue from sales tax, vehicle license fees, mitigation fees, and/or vehicle tolls for the purposes of constructing transportation improvements as stated in Twisp’s Transportation Improvement Plan. The Transportation Benefit District can impose a non-voter approved $20 license fee, a voter approved license fee of up to $100, or a voter approved sales tax of up to two-tenth of one percent.

PUBLIC COMMENT:

Any interested person(s) may provide public testimony regarding the potential Transportation Benefit District at the public hearing.  Written comments must be received in original form prior to the public hearing.  The Town Council may continue action on this application until a future date.  For additional information regarding this action, please contact Andrew Denham, Public Works Director, 509-997-1311 or email publicworks@townoftwisp.com.
