The Town of Winthrop Washington solicits interest from consulting firms with expertise in civil and structural design for general engineering services and water line improvements.

General Services – Engineering services may be used for grant application assistance; public works project design; trail design; environmental review and permitting assistance; review of developer submittals of water, sewer, storm water, and road designs; structural engineering and assessments; construction inspection; or similar engineering services.

DWSRF Water System Improvements Project – Upgrades to Winthrop’s water system, to include: design and replacement of approximately 1,300 linear feet of 6” and 4” pipe with 8” pipe; design and replacement of approximately 1,620 linear feet of 6” pipe with 12” pipe in SR20 and approximately 100 linear feet of 8” pipe at the intersection of SR20 and White Ave; create a loop system for the Horizon Flats dead end line by replacing approximately 1,630 linear feet of 6” pipe with 8” pipe, installing approximately 900 linear feet of new 8” pipe and upsizing approximately 1,400 linear feet of developer line from 6” to 8” during the developer “turnkey” installation, or any modification of the above parameters to create required fire flow if approved by the DWSRF Grantor.  All service lines will be reconnected to the property lines or meters as necessary with new meter boxes installed for services having inside meter sets.  Project activities include, but are not limited to, engineering (including review of project estimates and possible alternative to Horizon Flats loop consistent with providing adequate fire flows), modification to the existing cultural resources review (if required), environmental review, design review by DOH, permits, public involvement, bid documents, and construction to meet local, state, and federal standards, project bidding, and construction inspection/engineering.

The Town of Winthrop reserves the right to retain the services of the selected Consultant(s) for either or both categories listed above, as well as subsequent phases of projects undertaken within the above scope of services.

Submittals should include the following information: Firm name, address, phone, and email addresses; Name of Principal-in-Charge and Project Manager; sub-consultants (if any); the names and experience of employees that would work on the project, examples of successful projects of similar scope.  Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firm experience with PS&E on similar projects; 3) Firm familiarity with the Town of Winthrop and immediate area; 4) Firm experience with environmental planning and permitting process; 5) Ability to meet schedule; 6) Approach to project; 7) Familiarity with relevant codes and standards; 8) Past performance/references; 9) Experience in fulfilling federal and state grant/loan requirements.
