State of Washington Department of Ecology Yakima, Washington. Notice of Application To Temporarily Change The Point of Diversion As Asserted Under Surface Water Claim No. 129470.

Take Notice: That on June 28th, 2013, Barkley Irrigation Company (BIC) of Winthrop, Washington filed a application to temporarily add a point of diversion as asserted under Surface Water Claim No. 129470 (CS4-129470@3).

That said Claim asserts the diversion of  58.95 cfs up to 42,446 acre-feet per year, of water from the Methow River from a point located within Section NW ¼  and NW ¼ , T. 34 N., R. 21 E.W.M., Okanogan County. That said water is asserted for the purpose of irrigating in:

Parts of Sections 13, 24 and 25 T. 34N., R.21 E.W.M., Parts of Sections 19, 30 and 31 T. 34N., R.22 E.W.M., Parts of Sections 5, 6 and 8 T. 33N., R.22 E.W.M. All lying east of the Methow River in Okanogan County.

The proposed temporary change is for an additional point of diversion downstream on the Methow River located within: Parcel No. 3421240066, within the NE ¼ NW ¼ of Section 24, T. 34N., R.21 E.W.M., Okanogan County. The Period of this use will be between July 15th  through October 31st in 2013, 2014 and 2015.

Protests or objections to approval of this application must include a detailed statement of the basis for objections.  All letters of protest will become public record.  Cash shall not be accepted. Fees must be paid by check or money order and are nonrefundable.  Protests must be accompanied by a $50 recording fee payable to the Department of Ecology, Cashiering Unit, PO Box 47611, Olympia WA  98504-7611, within 30 days from: July 24, 2013

Methow Valley Irrigation District Project Coordinator Call For Bids.

MVID is seeking bids for the services of a Project Coordinator for the current district wide Instream Flow Improvement Project (IFIP) This position is contingent on funding approval and would begin in the third quarter of 2013.

The objectives for this position would be to oversee the IFIP project including but not limited to; communications with MVID Directors, TU Project Manager, State and Federal agencies, Review of Contracts, Construction bids and attendance at all meetings associated with this project.

Applicants must have excellent Communication skills, written and verbal, facilitating among and between multiple entities on a highly complex and politically visible construction project.

SEPA Exemptions Code Amendment 2013-1.

Notice of Code Amendment and public hearing is given: A legislative action has been prepared by the Okanogan County Planning Department at the direction of the Board of Okanogan County Commissioners. The action amends Okanogan County Code 14.04 “Environmental Policy” which modifies the County’s “Flexible thresholds for categorical exemptions (OCC 14.04.100)” raising the exempt levels consistent with a recent modification to Washington States SEPA Rules as they pertain to categorical exemptions (WAC 197-11-800).  Categorical exemptions are a list of specific types of projects which are exempt from SEPA threshold determination and EIS requirements. Provisions of OCC 14.04 are administered within unincorporated areas of Okanogan County. For this legislative action, the SEPA Responsible Official issued a Categorical Exemption in accordance with WAC 197-11-305. Adoption of SEPA procedures is exempt from SEPA review (WAC 197-11-800 (19) and WAC 197-11-904 (5)). There is no administrative appeal period for this SEPA determination. Comments regarding this legislative action must be submitted in writing or attend the public hearing. The Okanogan County Planning Commission scheduled a public hearing on August 26, 2013 at 7pm.The hearing is located in the Virginia Grainger Commissioners Hearing Room in Okanogan, WA.
